For the love of God people, this IS NTR. For some reason, some people think NTR is just a fancy way to say "cheating" or "cuckold" but that's wrong. "Netorare" refers to the situation and feelings of the person whose love interest has been taken/seduced. In other words, it is the FEELING of being cheated/betrayed - however, technically it could be not cheating or betrayal and just the feeling based on selfishness on one's personal view, like in this case.
True Blue, one of the most famous and acclaimed NTR that has ever existed is the perfect example where the MC and the girl never confesssed to each other, yet is one of the masters of the Netorare genre. If you claim that this story is not NTR because the guy never had a formal relationship with the girl, then True Blue could not be considered Netorare either and that's just silly.
