Because they are cartoons, and Gmod and SFM has 3D rendered models, the people who made the MLP models went with the colour in the show, and without the shining effect they would look like clay. So you have clay look or latex look.

I like to think of it as condensation caused by "a fiery hunger and desire for release from their pent up lust and aching need which has built up over the past five years of being on a kid's show and therefore being denied any form of satisfaction which has been egged on by the fact that they spent a vast majority of that time naked." So now they are literally burning with lust so much that they are hot to the touch and sweating from pure, unrelenting arousal. But that's just me.
