It's another of Ulti's projects, and here's what he has to say about it: "Viper RSR + full color = WIN. This is one of the older projects in my To-Do folder that I've just never gotten around to completing. The art is rather interesting. On the one hand, the character art is a great match for the Sogna series. On the other hand, they must have run out of time on this one, given that 2/3 of the panels have no backgrounds. :) Surprisingly, the art still works for me."
