@Randomguy664 ShipGIRLS are usually very young, and if we go by their ship's ages, Kongou should be the oldest of them all iirc. Houshou's probably 22 at most, and is just naturally petite and motherly.

In history, Houshou was just 6 meters longer than light cruiser Kuma, and weighed almost the same as the the lightest Furutaka-class heavy cruisers in IJN.

So considering the body size of Kuma and Furutaka in the game, it is rather reasonable that Houshou should also have a small body size just a girl between 12 to 15.
