Simple. Two plus decades of the manga where her boyfriend persistently did not fuck her. Long past the point where the relationship really should have progressed. To the point where the series made it a plot point as to why her boyfriend was seemingly disinterested in advancing the relationship beyond something platonic. That's the sort of thing that send people's minds in other directions. Especially as to my knowledge, the series wasn't particularly ecchi.

To use some examples, in Sword Art Online, Kirito bangs Asuna in fairly short order. It's not difficult to imagine other scenarios in which they have sex, or scenarios in which Kirito bangs other members of his harem. To Love-ru and To Love-ru Darkness are ecchi, and TLR:D in particular crams in more and more innuendo as time goes on. So fans of those two series have plenty of fuel for imagining their lead male character fucking women. Fans of Ah! My Goddess on the other hand, had basically nothing.

As the years rolled onwards, the fans of the series interested in creating or reading vanilla porn moved on to series that weren't such a huge cock tease with the main characters relationship. Leaving only the fans of stuff like NTR.
