Yeahhhhhhhhhh... you didn't read the light novels. Steph is basically a Decoy Protagonist. Sora and Shiro are so narrow (and in-depth) in their knowledge/skill set that Steph is commonly called in just to help them find the starting line. The anime glosses over this (rightfully so) for the sake of expediency, but subsequently makes Steph look like pure comic relief.

No. Again, you didn't read the light novels. This is a post-magical apocalyptic world where the "weaker races" besides Imanity/Humanity were wiped out either by

A) The poisonous planetary atmosphere (Gas masks and hazmat suits for everyone!)

B) Allowed to roam wildly giant hunter-killer biological weapons (How do you fight them? You DON'T.)

C) The 10 rules not being perfect and have loopholes enabling them to kill each other off (Yes, this is an actual plot point in the later light novel volumes)
