Those "bad diagonal angels" are warped specifically to make the scene more complicated for the eye to perceive, thus making the little detail in the scene (1-2 characters, minimal background) to seem more interesting and vibrant. You can see that effect being used in most Visual Novels.
Think about it this way: If the scene was drawn in a completely square fashion at a 90 degrees angle, it would most likely seem boring, almost empty; since the brain is able to input absolutely everything (compressing information into patterns, which eliminates complexity and thus reduces the 'meaning' or 'punch' in the CG).

We are as curious creatures, we like to delve deeper into what we can't quite understand. This effect of making the scene optically difficult abuses that inquisitive instinct within us without making it seem like a redundant challenge (well, that depends on how well the perspective-fucking is done).
Well, at least in my opinion.

Regarding Battlefield Earth, I don't think a running movie should try to complicate the scene by slanting it, indeed. Such scenes already has enough information just by the fact it's a moving picture, making everything warped indeed just fucks with the mind too much.
