Possibly-partially more on the part where he ended up breaking various objects of some operational value in the process of laying the smackdown on the guy; conversely, the manager didn't see her being harassed and since since managers in various job-related scenarios tend to decide on punishment immediately instead of waiting for both sides of the story, this tends to happen.

Don't see any point where that, specifically, is said. Though on the other hand, if it was said at some point that I can't see, then it was possibly in reference to how non-'moe' she acts considering she's a waitress (groping aside, a blank stare and uncaring attitude tend to cause that type of assumption to be made).
