The question is "Should this be tagged as incest when it was made before that revelation?". The main draw to incest is that it's incest; it's forbidden and dirty because of a familial bond. That tends to be a focus point in those stories. But this was clearly just intended to be rivalry yuri, without any knowledge of the full bond they share.

It's really interesting now, reading a bunch of these KLK Doujins from C85, when they were written far before any of the major revelations were unearthed or characterizations properly settled in. It's neat to see all the contradictions, and sometimes even accidental brainshare from where the authors have had to fill in the blanks.

As noted in other comments, the fact that Ryuko and Satsuki are sisters casts an entirely different light to the doujin, and Satsuki's personality is far more akin to Ragyo's in the Anime proper.

Another neat thing to note is that the author ended up coming up with a concept for needles that basically work the exact same way as Tsumugu's needle guns, despite an entirely different design with the huge balls at the end of them.
