Thats debatable actually she could be a kitsune as a matter of fact all it depends is on League of Legends group you would have to check up with them. The fact she has nine tails could be easily referenced she is a kitsune but a kumiho never really displays nine tails on a normal situation.

The fact could be they chose to read up on all the mythology related to a fox within eastern asia and decided to combine it.

Both have similar mythos and some different bits. If she was a gumiho she wouldn't have nine tails. Even as a shapeshifter nine tails wouldn;t be pratical. Among the kitsune lore however the more tails a kitsune had the more powerful it became. Once Ahri joined the institute of war however they supposedly limited her powers and would help her retrieve esssence. The show of how many tails she has now is probably a show of how powerful she truly is.

So lets just say they combined all of the fox lore of eastern asia into this one character. So she's pretty much both.
