As you may have read in Chapter 62, her abilities does work to some degree but only for direct messages and such where mind control or body control kind of abilities doesn't work.

Well... Mikoto x Touma is still happening, but a lot of people are dissatisfied how Mikoto isn't making much improvements with Touma in the novels.

I have some hope still because Mikoto officially made the statement: "I am sick of this position", where I feel she is about to make her move in NT9 or something... I hope...

@Red Piotrus, she should significantly appear only in the Agitate Halation Arc. It`s quite far from what they covered in the animes though, so she probably won`t appear anytime soon.
