I got one too. It's a great figure, and the box it comes in is beautiful too.
If you didn't get one yet, you'll probably never have one, since this is some sort of exclusive figure. You can check Mandarake and yahoo auctions Japan for someone that might have it?

Does anyone know why the figure's base revolves for no reason?

Misa-nee's original pre-order price is 12000 jpy which is almost $128 and it can only be pre-ordered,no other purchase method.

You pay almost twice the price to get it without a pre-order.
This price is fair in figure exchange for exclusive figures.

I've payed official price * 2.5 for some other exclusive ones.

Since almost all the exclusive figures on ebay are sold by re-sellers,you cannot get a good price from them.

You may use a buying proxy company like this to buy items in Japan, paying them some proxy fees.

Not sure if I got jipped, but I wanted to support the artist since I've never really bought his mangas and just downloaded them off of this site. If anyone has suggestions for a better place to buy them (where the price isn't inflated) please post here to let me know. Thanks :)

Figure came in today. It's pretty good quality, I'm quite surprised at the detail. It's my first figure but I'm pretty satisfied, so I think I'm going to buy all 4 of the set that RAITA will be releasing (Next one is sasaki-chan). Sadly they all will likely be ~$200 as I couldn't find a better place to buy them besides on ebay.

Person, I'm confused, did you want the reason or are you assuming there isn't one? The reason is the same as that for any figurine that rotates- so you can look at it without picking it up.
