Seems more like a rushed ending if you consider the last 2 chapters in terms of the various plotted items' pacing in the first third of the plot. Manga can continue, but if they choose to end after the solution of one cliffhanger, but leave other plot questions unfulfilled, to me that is an incomplete ending. Of course, it is not anywhere as curt an ending as some manga have had such as High School of the Dead or more recently Claymore. Ho, ho. Claymore simply plastered up a nice big fat "END". Hopefully, the author is just taking a break due to protesting the new onerous proposed intellectual property law interpretation that contracted manga is a work-for-hire and thus all the rights belong to the corporation and not the individuals hired to fulful the contract. In the USA, copyright belongs to the company hiring the artist.
