Storywise, Azusa and the 'protagonist' are step-siblings, which counts as incest, even if they're not blood-related. So why is the incest tag suppressed?

Because the incest tag would get a good gallery like this removed. In this case, there is a nice loophole that lets us keep it. And seriously, step-siblings should be eligible anyway. It makes for some great comedy.
