I understand that the translator was commissioned to do part 2, so I don't blame him. However, I hardly understand why the people who commission stories want to skip the beginning of them (aside from books that consist of different unrelated stories, of course).

Why? Because if it's just about fapping to pictures, then you could just as well fap to untranslated raws of whatever part of the story you want. However,, if you want it translated, then normally you would actually care about the background of a story and therefore want to logically start from the very beginning.
