This gallery is animated, yes.
However it isn't Live2D.

If you did not know, the Live in Live2D is because it is intractable. The most basic form is that the characters will follow where your mouse (or if a touch screen, your finger) is pointing towards.
Live2D also generally has interactions. In which depending on where you touch on the character, there will be different animations and often voice lines.

Other than that, Animated Art is still great and can be insanely intricate. It's just not Live2D (get a bit upset when playing a gacha and they claim Live2D but it isn't.... Other games, like GFL, actually know the difference and list if a skin is Animated or Live2D (of which the Live2D ones are more expensive)).

Now if someone actually made a Live2D of this and you just took captures of it (as some do towards anime and make gifs), then I retract that at least the source isn't Live2D.
Sadly, looking at the artists' links, it does not look like it is so.
