Technically speaking, the comic is/was "Complete", pages 16 and 17 (and eventually 18) are apparently bonus pages. I don't know when it was titled to "Complete" but for a day or so it was... until the bonus pages released.

According to what I saw though, there are 3 bonus pages planned, so 18 should be the last one once that's out.
