According to the tag definitions, feminization of a male into a shemale does not qualify as a gender change.

Maybe you're presumptively tagging for a later chapter yet to be uploaded, but you really shouldn't.

Also, the "drugs" tag is for mind and sensation altering drugs. If the drug being used is just part of the feminization or transformation process, then it's covered by those tags.

Regardless of where it might end up, someday, maybe, it's WAY too early to apply most of the tags that have been applied. It's just a confusing mess right now.
