In Japanese, there's a difference between stuff you actually know and stuff you *think* you know. そう is always used, when you talk about other people's intentions, thoughts etc.

So "seems" is technically the more literal translation, but "sou" is such an ubiquitous part of Japanese, that whether to translate it separately each time is a matter of taste. Try it. Try translating sou every single time, you'll see what I mean.

I definitely get your point but the concept of "sou" is just lacking in western languages, we always say something "IS" so, when we actually don't or (more accurately) can't know it. Differences in expression strategies, is all.
