having trouble following that logic. Firstly, nobody who had a fear of dying would do a fraction of what he's done. It's amazingly lucky nobody has stood up to him. Secondly, if it were possible for him to lose the throne, he would have already done 10 times over enough for that. 'an unsuccessful war' isn't going to cause people to overthrow him if they haven't already. I mean, he's killing you NOW. this is him killing you. He can't get any more killing-you than he already is. How he hasn't gotten the full Rasputin yet I have no idea. It's like that Twilight Zone with the creepy kid, somebody just grab a chair and end the madness.

In Budapest the whole metro system is a big shelter. True, it cannot accommodate the entire population of the city, and although it is somewhat maintained, I fear that its serviceability is now in some question.
Also, the whole city is full of smaller, larger bunkers built during the Cold War. Some of them are nuclear-proof, but most of them are in poor condition and completely unusable. Of course, there are all kinds of other underground holes, cellar systems and caves where the population could hide, but of course these can only offer protection against conventional charges at best.
