To be clear, everyone in this story is pretty fucked up. The sequence of events:

1. In the past, onii-chan was a smart dude with a promising future. He regularly took care of his little sister and the neighbor's child while the parents were out, and they both say they want to marry him. He says no because you can only have one wife, and asks them to become his pets instead. (pg 3)
2. The depravity starts from there, as seen in the flashbacks to the girls' elementary years. (pg 34-35) They are all in on being his living sex toys.
3. But since onii-chan is such a genius, the girls know he will leave them someday. So when they manage to hypnotize him (pg 44) they get him to fail his college exams, become a hikkikomori, and never even consider other women. They also get their parents out of the house.
4. This backfires, because onii-chan would rather masturbate to porn than fuck them. The girls are thus extremely pent up and resort to stalker behavior (pg 31-32) because they're not getting any.
5. When the story begins proper, the little sister is acting like a bitch to try and get onii-chan to snap and rape her. He still doesn't.
6. In desperation, the little sister creates a "mind control app" and sends it to onii-chan. As expected he uses it on her, and she pretends to fall for it. That she's merely pretending is established later on pg 14 when the neighbor girl is confused at what's going on. But she's not gonna get left out of this, so she pretends too.
7. Everyone settles into a new depraved routine, with the girls keeping up the act that they're being mind controlled. When onii-chan wakes up on pg 41 to being stepped on, he thinks it's because the mind control's effects expired and he needs to re-apply it. But actually it's the girls purposefully riling him up so he'll rape them right away.
