Plastic chairs in public showers are common. It's for people who cannot easily wash themselves standing up or people who wear sandals into the shower. You can sit, take off the sandals, wash your feet, then put the sandals back on so your skin isn't touching the possibly nasty shower floor.

Also, Braxien did use the chair! Page 2, last panel. Page 3, first two panels.
