Yes, all wyverians have 4 didget hands (3 fingers and one thumb), but not all have reptilian legs. Some do, some more so than others (with it being a digileg style). Others wear normal shoes and have heals on the ground (such as these sisters, who even seem to have more normal toes, not claws, as seen by the shape of the socks they wear in game with their sandals). So as far as feet go, they can be human looking or reptilian depending on the character.

Hinoa and Minoto should have been drawn with the standard wyvarian 4 digit hands, but they have (at least in shape, they are in socks) human style feet.
With 5 fingers, I feel like it's more like very good look a likes are cosplaying as them and it not actually being them......

While they may not have reptilian toes with claws, the twins certainly seem to walk on their toes just like every other wyverian in the fifth generation of games. Note their shoes are shaped like high heels but have no heel support. I'd wager depicting them with plantigrade feet is something Capcom has decided to do away with, given how consistent they've been with the digitigrade feet for years now. We don't see the twins barefoot in the game, but I'd wager they'd look a lot like what a lot of fan artists have gone with, namely the feet being human in color and toe shape but digitigrade in structure.
