I don't think priority is really the problem, more that they continue to drip-feed art content into the game while re-doing systems that worked just fine before the second re-do (seriously, combat didn't need a 3rd iteration). Maybe in 20 years they'll finally be finished with all the MC bottoming CGs and start putting out the others, but I doubt it.
