They're hand drawn, there will inevitably be some variation in scale.
With there only being a mistake on page 5, Uru's actually doing quite well at keeping it consistent. I've tried keeping two objects the same scale relative to one another while drawing a comic strip, and I've failed almost every time. It's very difficult, and I've seen several hundred instances of it happening even with the most skilled professional manga and comic artists.
