The photos are flipped. Evidence is that Image #3 has jewelry in her hair that spells out "BOYS" but it is flipped backwards. If you horizontally flip the image, it will spell out BOYS properly and the thickest part of the hair will once again be on her right (which is correct for St Louis of Azur Lane).

The photographer and producer chose to shoot this model on her left and then flip the images over to make it look as if the photos were shot of the model's right side. Perhaps there was something about the model's right side that they didn't want shown. Closer examination shows her black fingernail covers are too short and need replacements. St. Louis typically wears white gloves and doesn't show black fingernails.

Is this cosplay of St Louis? As shot, it might be, but as presented by the itinerant producer it is not due to the inaccuracies. I'm not merely complaining. I tried to validate if this was St Louis or not since some of the details bothered me (such as the hair and lack of gloves). The artist Alexander Dinh drew a series of images, and possibly this was part of the inspiration for this cosplay. See the example below for what this cosplay might be modeled after.
