This is just one story from the collection: Kabayakiya Sairokushuu PRISM. Not entirely sure who this lady is. It's likely a grownup Kaoruko Yuzuki (AKA Ruriko Yuzuki) from KimiKiss, who was a member of the Tea Club. Although the character design is pretty close, the artist uses a different name for her. So she might not be from KimiKiss at all.

This exact same story also shows up in the collection: Kibina After School (which is where I got the cover from). Here she is tagged with the name the artist gave her, but I didn't have any luck searching for her on the internet.
