Not quite fair to say someone is piggybacking off of another artist's style when they aren't doing this as a job and getting paid for it. Doing it as a fan of someone's work isn't stealing it and the best way to find your own style is to try out what styles there already are, the ones that you like preferably and once you are good at that you can start developing your own style.
Kinda harsh to demand that some new artist must start out with their own unique style, and Mancins art is really nice so it's an excellent style to learn from.

It's not stealing an art style, how many works of art do you think are at the very least influenced by another artist? I'd say almost 100% of modern artists do this in some capacity. Anyways you're getting better keep at it. I remember your first post on a site with three numbers on it and you have improved.

I want to know what Mancin thinks of this guy.
You can say "flattery" or "he's still finding his style" all you want, but If I was an artist and some guy was running around copying MY artstyle and getting fame and recognition from it, i'd be PISSED.
