This is the manga version of 'Majo No Imouto'(The witch/mage's sister) (written by Aruzi Morino), which was formally released/translated within Manganovel from 2005 until 2009.

Yes. The writer of this manga is also the one responsible for the atrocious short animation TV series, Hanoka (2006), but that was primarily due to the rushed development and executive meddling caused by the voice actor's agency's decision to utilise his animation, just as a promotional material for the voice actors. (Although he self-admitted that he is not a creative individual) Hopefully, he was able to retrieve his reputation with the smooth animations seen in some episodes of Aggretsuko.
