For some reason people keep acting like this is some kinda weird Japanese propaganda, when it's actually pretty starkly realistic about how terrible Japanese leadership and their total lack of ability to match American industrial might.

That sentiment stems from how patriotic the IJN ship-girls are, ie. calling Americans and British butchers and pigs and believing in the Greater East-Asian Prosperity Sphere 100%. It makes sense for the time period but it comes off as very strange to Western audiences for very obvious reasons. KanColle itself stays away from making references to anything that could be controversial (like how Tone and I-8's crews were complicit in war crimes) outside of some rare exceptions (Kitakami implying that she doesn't want to be equipped with kaiten torpedoes).

I think the actual author is not trying to be too biased in this series; it's just that it wouldn't make sense for anyone in the IJN or IJA outside of the very top leaders to *not* believe that superior Nippon spirit could outmatch American steel.
