It's set after she's discovered as a woman but before she joins the Shepherds, so that means we're talking about either directly after the battle to save Emmeryn in Ylisse or during the time skip. However, Robin's able to guess her name (because he sees her brand, just like the baby Lucina), so we know it must be after the baby is born, thus we know it's set during the time skip.

She mentions "It has to be him", so I'm assuming it's a case of Lucina was in love with Robin throughout her childhood and then lost control of her feelings now that she's around him again, the same age as him, in the past. She snuck into his room, he caught her, and she was so tangled up in her emotions she escalated things out of control. It ends with her leaving him, so they'll see each other again after the time skip when they're fighting on Carrion Isle.

Regardless of anything else, I loved how cute and formal she was. Really adorable.
