While there maybe are a lot of yet-to-be-known reasons to this since the Chinese/Taiwanese fandom are not very open to the rest of the world, you can just say it's the guy decision for being "selfish". However, do note that there are also Chinese/Taiwanese uploaders here who have contributed a great amount of raws to the site so please don't lump them altogether and say "those fucking Chinese/Taiwanese are fucking selfish dick-heads" or something like that.
