This level of quality and incompetence is unacceptable in 2017.
I mean come on, learn how to adjust the settings of your scanner to get the best quality for full color images, this is horrible.

The low filesize is mostly from JPG artifacts, not scan artifacts (not that I'm going to bother paging through it to look for scan artifacts, but the JPG artifacts are blatant). The best scanner in the world isn't going to help any against intentional downscaling.
