This is absolutely NTR. NTR is more about the feeling of the protagonist and not about the status of their relationship. It's about the feeling from seeing someone you love deeply being tainted and taken by someone else. A father could experience this with his daughter, a son could experience this would his sister/mother, a boy can experience this with his girlfriend, so on and so forth.
